Stereotypically, the society views men
as the ones who are responsible for initiating the first kiss. We see this in
movies and in literature, however it's up to you to accept those beliefs or not.
Personally I think that a man is the
one who should make the first kiss.
So, if you're a girl,
and you want a guy to kiss you,
generally the main rule, if you sense that he is attracted to, is to be
accepting of his advances and make him feel validated (as in making him good by
doing his step-by-step advances), then he is much more likely to kiss you, since
he will feel accepted and validated. Some of the signs that he likes you and
wants to kiss you are:

So, if you want him to kiss you,
simply welcome his attention and flirt back by doing those same things. He will
feel good about himself and will likely kiss you, once the right moment comes
around, such as when two of you alone together.
If you're a guy,
don't really expect that a girl will
kiss you, since the society in general makes them feel like a man should make a
move. It's much better to take the initiative yourself in taking steps that lead
to a kiss. There really aren't any steps for a guy to take to make a girl kiss
him, since most girls just won't do it, simply because they feel that it's not
acceptable.
